PANCHAYAT EDUCATION COMMITTEE

The Panchayat Education Committee (PEC) is a vital participatory body working to enhance educational standards and improve the physical infrastructure of schools within Kerala's Gram Panchayats.

These committees assumed more critical responsibilities following the transfer of school administration to local self-government institutions as part of Kerala's People's Planning Campaign.

The structure and key responsibilities of the committee are as follows:

1. Structure of the Committee
The PEC is constituted at the Panchayat level with broad-based participation:

Chairman: Gram Panchayat President.
Vice Chairman: Chairperson of the Health and Education Standing Committee.
Convener: The Headmaster/Principal of a government or aided school within the Panchayat's jurisdiction (usually appointed by the Panchayat governing council).
Members:
Chairpersons of other standing committees.
Headmasters (HMs) of all schools in the Panchayat.
Presidents of school Parent-Teacher Associations (PTAs).
Education experts and representatives of teachers' organizations.
Assistant Educational Officer (AEO) or their representative.
2. Key Responsibilities
Planning educational initiatives: Preparing annual plans (Education Plan) for the comprehensive development of the education sector within the Panchayat. Improve physical infrastructure: Ensure the availability of adequate facilities—such as school buildings, drinking water, toilets, playgrounds, and computer labs—and allocate necessary funds.
Enhance academic standards: Formulate initiatives to improve students' learning outcomes, including special coaching classes, career guidance, school induction programs (Praveshanolsavam), and measures to address learning difficulties.
Mid-day Meal Scheme: Oversee the quality and distribution of mid-day meals provided in schools.
Prevent dropouts: Implement community-based interventions to eliminate situations where children abandon their education midway.
3. Liaison with school-level committees
This Panchayat-level education committee coordinates the activities of the Parent-Teacher Association (PTA) and the School Management Committee (SMC) in each school. Major requirements that schools cannot address on their own (such as new building construction or needs requiring substantial funding) are incorporated into Panchayat projects through this committee.
